Effective October 13, 2019, unless otherwise noted, allowances and/or post differential rates are revised as shown. These changes are issued under TL:SR-979.
Please inform local offices of all U.S. government agencies at the posts listed in this cable.
Important: Read this entire message, as posts may be listed more than once. Changes are listed by allowances type.
Taiwan has been included, when applicable, under arrangement with the American Institute in Taiwan.
The Living Quarters Allowance (LQA) changes are based on currency exchange rate information reported to the Office of Allowances as of the first Thursday of Pay Period 20 (October 3, 2019).
The Post Allowance (COLA) changes for the Netherlands is based on COLA surveys submitted by The Hague. All other COLA changes are based on currency exchange rate information reported to the Office of Allowances as of the first Thursday of Pay Period 20 (October 3, 2019).
The Education “At Post” Allowance rate changes are based on updated information provided by post for the 2019/2020 school year.
On October 4, 2019, the Assistant Secretary for Administration approved a higher Away-from-Post Education Allowance for Dhaka, Bangladesh, not to exceed $60,500 per school year. This special Away-from-Post rate is for USG students of EFM employees while post remains in a partially unaccompanied status. Upon termination of the partially unaccompanied status, the higher Away-from-Post rate will also be terminated.
Effective October 13, 2019, with TL:SR-979, the government-wide Standardized Regulations (Government Civilians, Foreign Areas), maintained by the Department of State (commonly referred to as the DSSR) are amended to reflect increases in the Miscellaneous Expense Portion and Wardrobe Expense Portion of the Foreign Transfer Allowance (DSSR 240 - FTA) and Home Service Transfer Allowance (DSSR 250 - HSTA). DSSR 960 FTA and HSTA worksheets are also amended to reflect the new amounts. The Miscellaneous Expense Portion will increase from $650 to $750 for an employee without family and from $1,300 to $1,500 for an employee with family. The Wardrobe Expense Portion will increase from $600 to $700 for an employee without family; from $1,000 to $1,150 for an employee with one family member; and from $1,300 to $1,500 for an employee with two or more family members. DSSR 242.5 (FTA – transferring from a domestic post to a foreign post or transferring from a foreign post to another foreign post) states that a foreign transfer allowance granted under these regulations may be paid as a single payment at any time following the employee's arrival at post. If the employee arrives at post, as documented by the TM8, on or after 10/13/2019 s/he is eligible for the rates effective 10/13/2019. DSSR 252.1 and 252.2 (HSTA Miscellaneous and Wardrobe, respectively – transferring from a foreign post to a domestic post) state that an employee may be paid upon entrance on duty at the domestic post. If the employee enters duty at the domestic post on or after 10/13/2019, as documented by the DS 1707, s/he is eligible for the rates effective 10/13/2019.
Footnote u: In accordance with Section 151 of the Foreign Relations Authorization Act (FY 90-91) FBI employees assigned permanently or for temporary duty to locations in Egypt, Sudan, and Tunisia are authorized Danger Pay. The continuation of the authorization of Danger Pay for locations in Bahrain, Bangladesh, Belize, Chad, Colombia, Djibouti, Ecuador, El Salvador, Guatemala, Honduras, Mexico Niger, Nigeria, and Saudi Arabia has been approved. The Danger Pay for “Other’ Burkina Faso has been revised. Danger Pay for Ouagadougou, Burkina Faso has been removed. The revisions for both Danger Pay and Post (Hardship) Differential will be reflected in the Department of State Standardized Regulations footnote u effective October 13, 2017.
Effective October 13, 2019, the Department of State will become the Lead Agency and assume responsibilities for reporting surveys for Edmonton, Canada. Previously, the Department of Justice was the Lead Agency.
The reporting requirement for submission of the Retail Price Schedule survey for The Hague is amended effective October 13, 2019, with TL:SR-979 as follows:
