Effective April 21, 2024, unless otherwise noted, allowances
and/or post differential rates are revised as shown. These changes are issued
under TL:SR-1097.
Please inform local offices of all U.S. government agencies at
the posts listed in this cable.
Important: Read this entire message, as posts may be listed more
than once. Changes are listed by allowances type.
Taiwan has been included, when applicable, under arrangement
with the American Institute in Taiwan.
Effective April 21, 2024, the Danger Pay Review Board (DPRB)
approved the elimination of danger pay for Cairo, Egypt and "Other",
Turkey. The DPRB approved to keep danger pay in Israel and move from an
off-cycle review to a regular-cycle review effective April 6, 2024. The DPRB
approved to keep danger pay in Haiti at a 35 percent rate and move from an
off-cycle review to a regular-cycle review. The DPRB approved to add danger pay
to additional "other" locations in Cameroon, Democratic Republic of
the Congo, Kenya, and Nigeria. The DPRB approved the continuation of danger pay
for all other posts and locations currently receiving danger pay. For the
complete list and specific locations see Footnote "p" of section 920
on the Office of Allowances website.
The Post (Hardship) Differential change for Cairo, Egypt is
based on administrative interim review to restore political violence and
terrorism credit due to the elimination of danger pay. The Post (Hardship)
Differential changes for Adana-Incirlik, Gaziantep, Izmir-Cigli, and Other,
Turkey are based on removal of administrative post differential rate.
The Assistant Secretary for Administration has reauthorized the
35% Administrative Post (Hardship) Differential for Haiti effective April 21,
2024. The 35% Administrative Post (Hardship) Differential will terminate on
July 28, 2024.
LQA changes are based on currency exchange rate information
reported to the Office of Allowances as of the first Thursday of Pay Period 8
(April 11, 2024).
All Post Allowance (COLA) changes are based on currency exchange
rate information reported to the Office of Allowances as of the first Thursday
of Pay Period 8 (April 11, 2024).
The Education "At Post" Allowance rate changes are
based on updated information provided by Post for the 2023/2024 school year. As
a reminder to all Agencies, if there is a change, increase or decrease, to the
At Post and/or Away-from-Post Education Allowance rates during the current
school year, per DSSR 274.23, the highest published education allowance rate
within the school year will be effective for the entire school year.
The White House and the Secretary of State have made it a
priority to create a diverse, equitable, and inclusive workforce and
institutional culture. To support this initiative, the Office of Allowances has
updated the Department of State Standardized Regulations (DSSR) chapters to be
inclusive with using gender-neutral pronouns.
Post Deletion:
The Global Foreign Accounting Compensation System (GFACS)
payroll system is in the process of automating the bi-weekly allowances
updates. Therefore, effective April 21, 2024, the following locations are
deleted from the Bi-Weekly Supplement DSSR 920. Should it be noted that the
deleted locations will fall under "Other":
Amazonas, Goias, Par Piaui2, Rondonia, and Roriama, Brazil;
Billund, Denmark;
Noervenich, Germany;
Kibichiku, Wangige, Kenya;
Ammo Depot #9, Camp Market, Korea, South;
Camp Schiefflin, Liberia; and
Azores, Portugal.
These locations have no OPM or GSA locations codes. Also,
effective April 21, 2024, the following location is deleted from the Bi-Weekly
Supplement DSSR 920: Seville Province, Spain due to a duplication listed.
