The Post (Hardship) Differential change for Nicaragua is based on a Post (Hardship) Differential Questionnaire submitted by Managua.
All Living Quarters Allowance (LQA) changes are based on currency exchange rate information reported to the Office of Allowances as of the first Thursday of Pay Period 9 (May 8, 2014).
The Post Allowance (COLA) changes for Guatemala and Papua New Guinea are based on surveys submitted by Guatemala City and Port Moresby. All other Post Allowance (COLA) changes are based on currency exchange rate information reported to the Office of Allowances as of the first Thursday of Pay Period 9 (May 8, 2014).
The Education “At Post” Allowance rate change is based on updated information provided by post for the 2014 school year.
Effective May 18, 2014 with TL:SR 838, DSSR 276.9, Supplementary Instruction, is amended to place non-base schools at post on an equal footing with the “base school” at post with respect to the maximum amount reimbursable for supplementary instruction in addition to costs for a school at post. The changes remove the “school at post” maximum as the cap for those combined costs when a child attends a non-base school at post. They also remove the “base school at post” as the comparator for non-base schools in respect of the instructional offerings available (or unavailable) when determining educational need (276.9a-e) and, thus, eligibility for a supplementary-instruction grant. Some language is added to 276.9c to broaden its scope of jeopardies to educational progress.
The reporting requirements for submission of the Post (Hardship) Differential Questionnaires by Luanda, Brasilia, Bogota and Managua are amended effective May 18, 2014, with TL:SR-838 as follows:
